Presidential hopeful Rudy Giuliani has issued a thinly veiled criticism of President Bush, suggesting he was not providing strong leadership.
"What were lacking is strong, aggressive, bold leadership like we had with Ronald Reagan, Giuliani told supporters at a Thursday rally in Wilmington, Del.
Giuliani said he regards Reagan as his model.
"As far as the things that developed my ideas and thinking, which developed as a much younger man, it was Ronald Reagan.

While another presidential hopeful, John McCain, has been a vocal critic of the Bush administration, Giuliani "has largely avoided directly challenging the actions of the White House, the New York Times reported.
And after his remarks in Wilmington, Giuliani said in a statement issued by his campaign: "I have tremendous admiration for President Bush.
"I think President Bush made the single biggest decision of his presidency correctly. He put us on offense against terrorism. I will always admire him for that.
