Beginning May 20, cafes and restaurants with over 100 visitors will have to have guards and metal detectors.
Enclosed parking will be permitted no closer than 50 meters from the windows - which also will be bulletproof.
Cafes and restaurants will also need to have surveillance cameras, loud speakers to make announcements, and an automatic sprinkler system for extinguishing fires.
Restaurant owners quoted by the Gazeta newspaper said the new measures could cost up to $10,000.
Restaurants might also stop being used as venues for business negotiations due to the cameras. However, Moscow Architecture Committee officials were quoted by the paper as saying the changes will apply only to current and future restaurant projects.
The Russian mafia continues to stage high-profile killings at restaurants, prompting the security moves.
