Twelve states are considering resolutions opposing establishment of a North American economic partnership, or SPP. They include:
Arizona, which urges Congress "to withdraw the United States from the Security and Prosperity Partnership of North America and any other bilateral or multilateral activity that seeks to create a North American Union."
Georgia, whose resolution notes, "this trilateral partnership to develop any kind of North American merger has never been presented to Congress as an agreement or treaty and has had virtually no Congressional oversight."
Illinois, HJR 29.
Missouri, SCR 15 and HCR 33
Oregon, SJM 5, which notes that the SPP "would threaten the United States Constitution and the national independence of the United States and lead to the end of national borders within North America."
