I referenced a Sen. John D. Rockefeller 1994 report revealing that for at least 50 years the Department of Defense has used hundreds of thousands of military personnel in human experiments and for intentional exposure to dangerous substances.
Human experimentation as a government policy is just flat wrong and needs to be exposed and terminated. That "greater good for the greater number" excrement overwhelms the point of diminishing returns. It is not just myopic and wrong ... it is evil.
This malevolent policy may predate my research, but at least starting in 1931 Dr. Cornelius Rhoads intentionally infected human subjects with cancer cells. He went on to start a series of radiation exposure experiments on American soldiers and civilian hospital patients.

Apparently the feds have given the company that makes it approval to use badly bleeding accident victims as test subjects, without the subjects' informed consent.

Meanwhile, the litany of past sins is long, and each item – from the 1932 Tuskegee syphilis study to the U.S. Navy spraying a cloud of bacteria from ships over San Francisco in a 1950 experiment to determine how susceptible an American city would be to biological attack – deserves more space than I have.

In 1947, Col. E.E. Kirkpatrick issued a secret document (Document 07075001, Jan. 8, 1947) stating that the agency would begin administering intravenous doses of radioactive substances to human subjects.
