Chinese Crimes Against Mankind

The 2006 report from the U.S.-China Economic and Security Review Commission is a call for action.

The report, prepared by a bipartisan commission of both Democrats and Republicans, is filled with example after example of China's war against America.

While few believe there is a war, the facts show an active and agressive foe, dedicated to defeating America politically, economically, and militarily.

One section of the 2006 report details the efforts by the People's Liberation Army (PLA) to disrupt and penetrate America's computer networks.

"China's approach to exploiting the technological vulnerabilities of adversaries extends beyond destroying or crippling military targets. Chinese military writings refer to attacking key civilian targets such as financial systems," notes the report.

"The Commission believes Chinese intelligence services are capable of doctoring computer systems. It has seen clear examples of computer network penetrations coming from China, some of which were publicized in the 'Titan Rain' expose that received substantial press coverage.

"In August and September 2006, attacks on computer systems of the Department of Commerce's Bureau of Industry and Security forced the Bureau to replace hundreds of computers and lock down Internet access for one month."

According to the report, the Chinese army is using U.S. commercial sector expertise to increase its cyber-warfare capability. The Department of Defense recently reported that the PLA's cyber-warfare capability has evolved from defending its own computer networks to attacking the networks of its adversaries.

The Chinese army information warfare units are developing viruses to attack and cripple U.S. military computer systems. These attacks are intended to disable command and control and military satellite communications and the delivery of precision weapons.

In addition, China has established an impressively large human espionage operation that extends far beyond traditional military and national intelligence programs. NewsMax readers of this column are well aware that there are between 2,000 and 3,000 Chinese front companies operating in the United States to gather secret or proprietary information.

Chinese Stealth Fighter

China is not limiting itself to information warfare and simple espionage. The report outlined a new and disturbing capability being developed for the Chinese air force.

"China's Shenyang Aircraft Industry Company and the Chengdu Aircraft Industry Company are developing advanced fourth generation fighters, including a new twin-engine fighter with stealth technology known as the J-12," notes the report.

The new Chinese stealth fighter is expected to have many of the capabilities of the fifth-generation U.S.A.F. F/A-22 Raptor. The Chinese air force is expected to have these planes by 2015.

The bipartisan commission also outlined the fact that Moscow is supplying massive numbers of tactical, maritime, and multi-role aircraft to the Chinese military. Russia is providing China with fourth generation Su-30 Flanker strike aircraft. Worse still, Russia may provide China with a long-range bomber capable of striking deep into the Pacific.

"Beijing may also be interested in the Russian-made Tu-22M BACKFIRE bomber which could improve China's sea-denial and control ability and allow it to target U.S. facilities on Guam, based on its reported combat radius," wrote the Commission.

The move by China toward sea-denial and control is an indication that the PRC is moving toward a traditional blue water fleet. Recent events have demonstrated that the Chinese force of submarines are training to fight the U.S. navy.

This demonstration came in the form of a Chinese submarine surfacing directly behind the U.S. carrier Kitty Hawk.

"China's maritime strategy relies on submarines to patrol the coastal waters, blockade the Taiwan Strait, and deter foreign navies from operating in the region in the event of a conflict. Consequently, China continues to expand and improve a submarine fleet that is considered the PLA navy's most 'potent strength.' China should have approximately 30 modern submarines in operation by 2007," states the 2006 report.

Killing Fields

While China is busy acquiring military assets such as submarines and long-range strike bombers, it is also accumulating brutal dictatorships as global proxys and trading partners.

"There is in all of Africa no more destructive bilateral relationship than that between China and Sudan . . . Beijing's relentless military, commercial, and diplomatic support of Khartoum's National Islamic Front regime has done much to ensure that Sudan remains controlled by a vicious cabal of unelected genocidaires," Dr. Eric Reeves, a professor at Smith College, told the Commission.

The reason for the cozy relationship between Beijing and Sudan is China's overwhelming thirst for oil. China has willingly sponsored the bloodshed in Sudan for a clear reason. The war-torn country is a high risk environment, and considered too risky for western oil companies.

The continuing war that has killed or starved to death over 2 million helps China keep a lock on Sudan's oil. Western oil companies are locked out by the death and destruction sponsored by Beijing.

While China has hired local militias and the Sudanese Army to protect its workers and assets, the same well armed militias and army soldiers raid defenseless villages, taking slaves and killing women and children.

The Sudanese air force, consisting mainly of Chinese fighters and trained by Chinese air force pilots, drops bombs on unarmed refugees trying to get U.N. food aid.

"According to Dr. Reeves, highways and airstrips built jointly by the Chinese and Sudanese serve a dual purpose: They facilitate petroleum operations and also movement of Sudanese military forces around the country," wrote the Commission.

China is also assisting other nations such as North Korea. Kim Jun Il can develop, deploy, test, and sell long-range missiles because of the prolific aid from Beijing.

In fact, China has a long history of assisting North Korea. In 1998, the U.S. confirmed reports of China's assistance to North Korea in developing long-range missiles through the sale of missile components. In 2004, the director of Central Intelligence reported that North Korea acquired missile related assistance from China.

The Chinese assistance to North Korea has other players deeply involved. One example cited by the commission shows the cozy way Beijing treats its cabal of brutal thugs.

"China has allowed the transfer of weapons and technology across its territory from North Korea to Iran [and other locations]," noted the report.

A Congressional Research Service report on China's proliferation record states that, "from April to July 2003, China reportedly gave overflight rights to Iranian Il-76 cargo planes that flew to North Korea at least six times to pick up wooden crates suspected of containing cruise missiles."

Chemical Weapons for Iran

The Bush administration has vocally challenged Beijing and imposed sanctions against some Chinese military owned companies caught selling missile technology to Iran. Yet, Chinese firms continued to supply weapons technology to Iran throughout 2005 and 2006.

According to the commission, a Chinese "serial proliferator" located in Beijing has supplied materials to Iran's missile industry since at least 2004. China also has delivered missile guidance systems and solid-fuel missile technology to Iran.

"Furthermore, China has supported Iran's development of chemical weapons. On Dec. 23, 2005, the administration imposed sanctions on the North China Industries Corporation [NORINCO] and five other Chinese companies for missile and chemical weapons proliferation," notes the report.

The 2006 report to Congress is filled with example after example of Chinese violations, broken promises, threats, and direct attacks on America. Both political parties need to recognize the ongoing war waged by Beijing against America and all mankind.

There is one act that can cut Beijing's illegal espionage operations and halt its effort to acquire more advanced western weaponry. The first action that will stop Beijing in its tracks is for the U.S. to close down the 3,000 Chinese army front companies operating illegally here in America.
