It is this reporter's opinion that we have a greater concern than North Korea's testing of a nuclear device. It is the possible export of that starved nation's nuclear materials and technology.
Since the 1980s, the Pentagon has used naval ships and aircraft to track and even intercept weapons shipments coming out of North Korea. One thing we have not done much about is the air movement over China. Let's face it: Communist China has killed nonproliferation.
Nuclear proliferation has been aided and abetted by the Chinese Communist Party. Our government has missed the fact that Communist China has enabled its colony of nations to develop nuclear weapons. Therefore, it is of prime importance to counter-proliferate with the help of our democratic allies in western Asia.
Enter the McGuire Doctrine. D.J. McGuire, author of the book "Dragon in the Dark: How and Why Communist China Helps Our Enemies in the War on Terror," [see link below] says it is imperative that we immediately open talks with Tokyo concerning deployment of American nuclear missiles in Japan. McGuire says that South Korea and Taiwan should receive the same offer. This does two things: gives a level of protection to our Asian allies and gives us bargaining chips of our own with Communist China. And, of course, we should proceed with missile defense.
McGuire says any nuclear agreement should be with Communist China, not the proxies, because all the troublesome nuclear powers – Pakistan, North Korea and Iran have one thing in common: They are backed by Communist China. All of the terrorist groups are backed by those proxies, be it Hezbollah (Iran and Syria), Hamas (Iran), the Taliban (the Pakistani military), and even al-Qaida (the aforementioned Pakistan) and Communist China itself.

McGuire reminds us that no one has even tried to hold the Communists accountable as the leading sponsor of terror in the world. He says it's time to go over the proxies' heads and straight to Beijing. It would make abundantly clear whom we would hold responsible for the proxies' nukes, and would make clear that we will blame Communist China for any nuclear incident in the free world.
Such an approach is not unique. Had Cuba used one of its nuclear weapons against the U.S. in 1962, Washington would have held Moscow responsible. President Kennedy announced that very thing as American policy, and the crisis was resolved within weeks.
Communist China may be counting on its proxies to hit the U.S. or somewhere else in the free world while it stays out of sight. This must not happen! It is time to make it clear that any act of nuclear terrorism will have links back to Communist China and there will be consequences.
Such a policy may not end the present war, nor will the danger be removed. That can happen only when we help the Chinese, Korean, Iranian, Syrian and Pakistani peoples take their countries back from tyrannical oppressors. Otherwise, these policies will REDUCE and delay the threat of a nuclear terrorist attack but not ELIMINATE it.
McGuire says America will never be secure until China is free, but this policy will give us time to help the Chinese people take their country back without resorting to military force against the Communists or their proxies. This is the McGuire Doctrine, and my friend D.J. McGuire firmly believes it can help the democratic world win the "SECOND COLD WAR" with a minimum loss of life.
The heart of his doctrine is about recognizing Communist China as the enemy. Without that central tenet, alternative policies will ensure a longer Cold War II or, worse yet, a Communist terrorist victory. This spells out the McGuire Doctrine. It's certainly well worth paying attention to.
