Judge Rules Against Far-Left EMILY's List FEC Complaint NewsMax.com WiresWASHINGTON -- A federal judge has refused to block new campaign finance rules that an interest group contends will harm its ability to take part in state and local elections. U.S. District Judge Colleen Kollar-Kotelly denied a request by EMILY's List for a preliminary injunction against Federal Election Commission regulations that took effect Jan. 1. The judge wrote that EMILY's List failed to show it would be irreparably harmed if the rules remained in effect. Story Continues Below EMILY's List, which supports women Democratic candidates who favor abortion rights, is suing to overturn the new FEC rules, arguing that they place "arbitrary and capricious requirements" on it and other organizations and violate free-speech rights. The FEC is challenging the lawsuit. The new rules restrict spending by groups that collect both "soft money" - corporate, union and unlimited donations - and "hard money," limited donations from individuals. Hard money can be spent any way, including direct support for specific congressional and presidential candidates. Federal law imposes a broad ban on the use of soft money in specific congressional and presidential races. Under the new FEC regulations, such groups must use hard money to cover at least half the cost of their overhead, nonpartisan voter drives and ads, phone banks and mailings that refer to a federal candidate. Interest groups that raise more than $1,000 can accept only limited donations from individuals if they tell donors the money will be used to promote or oppose a particular federal candidate. Such groups also must disclose their funding and spending to the commission. Kollar-Kotelly issued her ruling Friday.
