U.S., North Korea Still Talking NewsMax.comNeither side is saying anything publicly, but behind closed doors United States and Communist North Korean negotiators are into their third day of missile talks. It was the Stalinist regime in Pyongyang that spurred the Clinton-Gore administration to begin planning a limited missile-defense shield. When North Korea test fired a three-stage missile over Japan's main island of Honshu in August, 1998, Washington woke up to the seriousness of a possible "rogue nation" missile attack upon U.S. home territory. The United States is taking part in the current talks, on the neutral turf in the Malaysian capital Kuala Lumpur, in an effort to reduce North Korea's missile threat. According to Reuters news service: Nothing of substance so far has come of the negotiations. Although Secretary of State Madeleine Albright was in Pyongyang recently to meet with its ruler, Kim Jong-il, to pave the way for a possible visit from President Clinton, no decision has been reached on whether he will go. In her conversations with Kim, the secretary of state reported, he told her North Korea is ready to stop launching long-range missiles – provided the United States helps it launch space satellites. Nor is that all Kim wants from the United States in exchange for North Korea's good behavior. He is reported to be willing to stop exporting missiles and missile parts to Pakistan and several Middle East states – on the condition the United States compensates North Korea at the rate of $1 billion each year for this loss in export revenue. Although North Korea has one of the largest standing armies in the world, its economy is in ruins and its people starving.
